Commented Issue: Focus should work the same as the native Windows time-picker [19040]

When focus is set to the TimePicker control, the hours should get the focus--not the entire content of the control.When focus is on the hours, the up- and down-arrows should increment and decrement the hours. Pressing the right-arrow (or colon or period or, perhaps, any punctuation mark) should change focus to the minutes.When focus is on the minutes, the up- and down-arrows should increment and decrement the minutes. The left-arrow should change focus to the hours.
