Edited Issue: IntegerUpDown must have IsTabStop="True" by default [21065]

`IntegerUpDown` must have `IsTabStop="True"` by default.
Moreover, I have no idea, why this property should be "False" - from the point of keyboard navigation there's no difference for `IntegerUpDown` from, say, `TextBox`.
