Edited Issue: DateTimeUpDown control throws "Index was outside the bounds of the array." exception [22466]

This is happening in v3.0.0.0 of Xceed.Wpf.Toolkit.dll ONLY when we select the whole time like "3:02:46 PM" then type a number followed by a colon (:).

This is already fixed in v3.1.
Latest versions are :
-v3.2 for the Plus users
-v3.0 for the Community users
